However\, the impact on the child continues over their lifespan. These challenges become even greater when racial and socioeconomic bias and inequity go unaddressed. This session will examine the structural and functional changes in the developing fetal brain induced by prenatal substance exposure\, demonstrate how these changes ultimately impact learning and behavior in children\, and present an evidence-based system of prevention and early intervention that addresses biases and inequities in the health care system and enhances the developmental trajectory of the child. \n—————————————————————————————————-

Nurses can help with the development and implementation of the Plan of Safe Care that is done in collaboration with the caregiver and child protective services when a child is born affected by substance abuse. \nThe nurse can also do assessments outside of court or with those not engaged in services to get them into detox\, or inpatient/residential treatment. The nurse can help people get health insurance and referrals to Primary Care Physicians and Specialists. The nurse can sign off on the Taking Care of Me Milestones which is focused on participant’s health\, dental and spiritual needs. \nThis session will focus on the role of the nurse\, how the coordinator on the FTC team works with nurses\, the benefits of nurses through the lens of the attorney and how nurses can be funded using Comprehensive Addiction and Recovery Act (CARA) grants.

DESCRIPTION:WEDNESDAY SEPTEMBER 21\, 2022: 12:30-2:00 PM\nTRAUMA AND ICWA: CONSIDERATIONS AND BEST PRACTICES FOR WORKING WITH INDIAN FAMILIES AFFECTED BY SUBSTANCE USE IN CHILD WELFARE PROCEEDINGS\nPresenters \nHon Carrie Garrow\, Healing to Wellness Court Judge\, Saint Regis Mohawk Tribe \nHon Sharon LoVallo\, Erie County Family Court \nAimeé L. Neri\, LMSW\, Statewide Project Manager for ICWA Practices\, Child Welfare Court Improvement Project \nThe Indian Child Welfare Act was enacted in 1978 in response to the significant traumas Indian Families experienced at the hands of the child welfare system. Recently\, there has been a renewed focus on the fallout of Indian Boarding Schools in both the U.S. and Canada\, and the unspeakable violence they inflicted on children\, families and entire tribal communities. The resulting trauma has been epigenetically passed through generations\, many times resulting in individuals developing Substance Use Disorder as a coping mechanism. This program will provide an overview of historical trauma and the impact on Indian Families and communities\, particularly at the intersection of substance use and child welfare practices. Strategies for using Trauma Informed Practices and maintaining ICWA compliance will be reviewed when working with Indian Families affected by substance use disorder. \n—————————————————————————————————-
