Women’s Bar Association of the State of New York (“WBASNY”) supports the passage of Senate bill S.8710 and Assembly bill A.9406, amending Transportation Law to provide information for human trafficking victims in commercial service airports.

This bill amends Transportation Law by adding a new section 14-n, stating that the operator of a commercial service airport and the operator of a general aviation airport will make available in public restrooms informational cards and/or signs developed by the Office of Temporary and Disability Assistance along with the New York State Interagency Task Force on Human Trafficking and Department of Homeland Security. These cards and signs will contain information concerning services for trafficking victims to include the National Human Trafficking Hotline telephone number.

Human trafficking is an annual $150 billion global criminal enterprise. “Trafficking through airports and airplanes is such a widespread issue that the aviation industry has made stalwart efforts to train aviation staff in seeing and helping trafficked victims.”[1] As New York State is home to some of the busiest airports in the world, this state should enact as many gate keeping procedures as possible to ensure that New York does not become the hub for traffickers to transport their victims. Posting information about the National Trafficking Hotline in public restrooms increases the potential for trafficked victims traveling by airline to see the information and possibly reach out for help.
